La evolución del panorama político y las prioridades de los Estados Unidos y otros países donantes pueden suponer una amenaza para el suministro continuo de fondos de ayuda humanitaria, en particular en forma de envíos regulares en dólares, a Afganistán. Si se detiene o se reduce la ayuda, podría tener un impacto severo en la economía del país y en su población empobrecida. La Administración Provisional Talibán (ITA) tendrá que asumir la responsabilidad de atender las necesidades de la población, lo que podría agotar el colchón fiscal existente que actualmente está asignado a sus propios objetivos.
Es imperativo que la ITA adopte medidas apropiadas de manera preventiva para evitar que Afganistán se enfrente a otro cese o reducción abrupta de la ayuda.
Según los datos de la Oficina de las Naciones Unidas para la Coordinación de Asuntos Humanitarios (OCHA) de enero de este año, se estima que 23,7 millones de personas, más de la mitad de la población de Afganistán, necesitarán asistencia humanitaria en 2024. El mismo informe también señala que millones de personas que han recibido asistencia, incluidos los afganos que regresan de Pakistán, necesitarán apoyo constante para cubrir sus necesidades básicas, como alimentos, dinero en efectivo, atención médica, educación, alojamiento adecuado y acceso al agua en los próximos meses. La OCHA advirtió que la necesidad de asistencia humanitaria está aumentando, mientras que la financiación de los donantes está disminuyendo.
Para apoyar las iniciativas de ayuda humanitaria, las Naciones Unidas transfieren millones de dólares estadounidenses a Afganistán cada mes, por un total aproximado de 3.800 millones de dólares a julio de 2024, según informó el Inspector General Especial para la Reconstrucción de Afganistán (SIGAR) el 24 de julio. Los dólares estadounidenses, enviados quincenalmente, han tenido un impacto positivo en la moneda afgana, el afgani, al tiempo que han proporcionado un apoyo crucial a millones de personas necesitadas.
Las próximas elecciones en Estados Unidos, que tendrán lugar en noviembre de este año, pueden provocar un cambio en las perspectivas políticas en relación con la ayuda a Afganistán, lo que podría dar como resultado la suspensión de los envíos de dólares. Esta medida podría exacerbar los niveles de pobreza existentes entre la población afgana y limitar aún más la ya frágil economía del país.
No es posible alimentar a la población sin una economía que funcione y crezca. Si bien las sanciones internacionales pueden presentar algunas limitaciones, el ITA puede implementar medidas en el frente interno para estimular el crecimiento económico relativo, creando empleos y oportunidades.
La ITA debe reconocer la posible pérdida de ayuda internacional y de envíos de dinero en efectivo el año próximo y, por lo tanto, centrarse en la identificación de formas alternativas de apoyar los medios de vida y las necesidades de la población. La ITA debe desarrollar una estrategia con objetivos específicos respaldados por planes de acción y medidas fiscales y monetarias destinadas a alcanzar esos objetivos. Lo ideal sería que los objetivos se centraran en revitalizar y expandir la economía aprovechando los recursos y las opciones limitadas disponibles frente a las sanciones internacionales.
Proyectos de desarrollo
Con este fin, el ITA ha ejecutado con éxito algunos proyectos de desarrollo de escala relativamente grande en materia de gestión hídrica y carreteras. Sin embargo, los programas de desarrollo sin una estrategia integral, integrada, centrada y eficaz pueden no dar resultados a nivel global. Si bien los proyectos de gran envergadura son cruciales, los proyectos de desarrollo de pequeña escala diseminados por todo el país son igualmente importantes, si no más. Una multitud de proyectos más pequeños pueden generar empleos a nivel local, mejorando los niveles de vida en las zonas rurales y contribuyendo a la economía nacional.
La ejecución de los proyectos y programas de desarrollo debería realizarse principalmente en asociación con el sector privado o encomendarse totalmente a éste mediante un proceso de contratación pública competitivo. El sector privado puede servir como un potente catalizador para la revitalización económica del Afganistán. Un sector privado activo y en expansión puede impulsar significativamente la inversión, el consumo, la creación de empleo y las exportaciones netas. Sin embargo, el sector privado necesita políticas gubernamentales de apoyo que fomenten un entorno favorable a las empresas.
En el plano fiscal, es fundamental que la ITA asigne más recursos a proyectos de desarrollo y aumente el gasto en su presupuesto operativo. Un mayor gasto público inyectará más dinero a la economía, estimulando la demanda y ayudando a combatir la deflación. Si bien la ITA ha aumentado el gasto en el sector de la seguridad, se ha hecho poco para impulsar el presupuesto de desarrollo. El último presupuesto de desarrollo conocido fue de 45.000 millones de afganis (634 millones de dólares), lo que es insuficiente para el crecimiento económico a largo plazo. El objetivo debería ser que el crecimiento económico supere el crecimiento demográfico, lo que se puede lograr asignando el máximo de fondos al presupuesto de desarrollo.
Un presupuesto de desarrollo debe abarcar proyectos y programas de distintos tamaños en todo el país. Estas iniciativas no sólo generarán empleo y mejorarán los ingresos de la población, sino que también generarán ingresos futuros sostenidos para el gobierno. Todos los ingresos provenientes de los recursos naturales, así como de otros recursos, deben destinarse al presupuesto de desarrollo e invertirse exclusivamente en proyectos de desarrollo.
Dado que una parte importante de los afganos obtiene su sustento de los productos agrícolas, los programas de la ITA para la gestión del agua son un paso positivo. Es fundamental centrarse también en el sistema de riego en paralelo. Si bien es importante construir grandes presas y embalses de agua, la ausencia de un sistema de distribución de agua eficiente hace que estas estructuras sean ineficaces. Es esencial garantizar la distribución del agua a las tierras agrícolas donde los agricultores puedan beneficiarse de ella.
Si bien la agricultura es indispensable y el Afganistán tiene un potencial significativo en este sector, el desarrollo de la industria puede conducir a un crecimiento económico más rápido. Una industria robusta en el Afganistán puede mejorar las condiciones de intercambio y permitir la producción de productos de alto valor que pueden aumentar las exportaciones. Además, las experiencias de algunos países desarrollados sugieren que el crecimiento industrial puede fomentar la unidad nacional y contribuir en gran medida a los esfuerzos de construcción de la nación. El Afganistán no sólo necesita desarrollo económico, sino también iniciativas de construcción de la nación.
Política financiera
El ITA también debería trabajar en colaboración con los bancos para mejorar el acceso a la financiación. Una sólida asociación entre los bancos y el sector privado, reforzada por políticas gubernamentales de apoyo, resultará ventajosa para ambas partes. El Da Afghanistan Bank (DAB), el banco central de Afganistán, debe colaborar con los bancos en dificultades para facilitar la concesión de préstamos accesibles al sector privado.
Por encima de todo, también es crucial que la ITA aborde la deflación. La ITA debe reconocer que una deflación prolongada puede estancar la economía e impedir el crecimiento. Hay una cantidad relativamente mayor de dólares estadounidenses en circulación en comparación con los afganis afganos debido a la conversión de dólares destinados a la ayuda humanitaria en afganis. Además, puede haber dólares ilícitos y no contabilizados que ingresen al país. Además, la ITA ha prohibido apropiadamente todas las transacciones internas en dólares, lo que conduce a una mayor demanda de afganis.
El DAB debería estudiar la posibilidad de reducir la frecuencia de las subastas de dólares, bajar los tipos de interés de los billetes de capital, disminuir los coeficientes de reservas e implementar otras políticas de flexibilización monetaria para impulsar la oferta de afganis y garantizar el flujo de crédito a la economía. El ITA debería evaluar la cantidad correcta de dólares en la economía y adoptar una política monetaria equilibrada para gestionar el afgani, teniendo en cuenta los beneficios a corto plazo de una moneda deflacionada para los consumidores, pero también el impacto negativo en las exportaciones y el crecimiento económico.
El buen funcionamiento de los mercados financieros y de los intermediarios es crucial para la salud económica. Las sanciones internacionales han desempeñado un papel importante en el debilitamiento del sector bancario afgano. Sin embargo, los apresurados decretos emitidos por la ITA para restringir las retiradas de fondos y los anuncios repentinos de convertir el sector en uno islámico también han contribuido a la pérdida de confianza en el sector bancario, un trampolín para el negocio bancario. Cuando se pierde la confianza, ninguna cantidad de dinero puede salvar a un sistema bancario.
Si bien la ITA no tiene control sobre las sanciones a los bancos, debe abstenerse de acciones que debiliten el sistema bancario. La ITA debe tomar medidas para restablecer la confianza y dar seguridad a la gente de que su dinero está seguro en los bancos. La eliminación de los decretos actuales, la abstención de nuevos decretos y la implementación de un plan de seguro de depósitos patrocinado por el gobierno pueden ayudar significativamente a restablecer la confianza perdida y revitalizar el sector.
Aumento de la demanda interna
El ITA debe explorar los mercados internacionales para los productos afganos mediante la colaboración con los países que han establecido relaciones con el gobierno interino. Es necesario abordar las barreras comerciales que Pakistán crea constantemente y facilitar el comercio con los ansiosos países de Asia central.
Mientras tanto, es fundamental reconocer que una empresa no puede prosperar a nivel internacional sin antes triunfar a nivel nacional. Por lo tanto, es imperativo estimular la demanda interna de productos afganos antes de centrarse en el frente internacional.
La economía afgana se enfrenta a una disminución de la demanda de bienes, suministros y servicios, lo que impide el crecimiento del sector privado. Una demanda general insuficiente podría dar lugar a períodos prolongados de elevado desempleo. Por lo tanto, el aumento de la demanda general debería ser un objetivo primordial de las políticas económicas. Medidas como la aplicación de un gasto deficitario, el aumento del presupuesto de desarrollo y la mejora de la transparencia mediante la divulgación de información sobre los ingresos y gastos públicos pueden tener un efecto positivo en la demanda. Teniendo en cuenta las preocupaciones deflacionarias existentes, los informes que indican un repunte del gasto público pueden estimular la expansión económica, mitigar las presiones deflacionarias y mejorar la transparencia.
Además, la demanda puede aumentar cuando las personas trabajan y tienen ingresos. Se estima que el 47 por ciento de los afganos están desempleados o subempleados, incluidas las mujeres que enfrentan fuertes restricciones para realizar actividades fuera del hogar. Los datos muestran que por cada aumento de un punto en el desempleo, hay una disminución de dos puntos en el PIB. Los programas para aumentar el empleo deben ser una prioridad clave.
El capital, la tierra (incluidas las materias primas y los recursos), la mano de obra calificada y los empresarios son factores fundamentales para que una economía funcione y se expanda. Muchos jóvenes afganos están desilusionados y no tienen esperanzas en su futuro ni en el de su país, lo que los lleva a buscar formas de abandonar Afganistán. Esto hace que el país pierda dos elementos económicos cruciales: los recursos humanos y el talento empresarial.
La ITA debe tomar medidas inmediatas para impedir que siga habiendo fuga de cerebros del país. Se deben ofrecer oportunidades e incentivos a los jóvenes afganos para alentarlos a permanecer en el país. Si bien se pueden adquirir maquinarias y equipos, el desarrollo de una fuerza laboral productiva puede llevar años. Por lo tanto, impedir que siga habiendo fuga de cerebros debería ser una prioridad máxima para el país.
Por último, los talibanes deben aceptar la realidad del país y no quedarse en ilusiones. La actitud delirante del expresidente Ashraf Ghani en materia de gobierno y su distanciamiento de la realidad sobre el terreno llevaron a la caída de la República que tanto costó conseguir.
Los talibanes deben dialogar con los afganos comunes y corrientes para hacerles comprender que toda la nación está al borde de una pobreza extrema. Privar a los jóvenes de un país de una educación moderna y someterlos a una pobreza extrema prolongada puede tener repercusiones existenciales para la nación.
De manera similar, el cambio de prioridades de los países donantes y las próximas elecciones en los Estados Unidos pueden llevar a cambios de política que resulten en un recorte o reducción de la ayuda y la suspensión de los envíos de dólares. El ITA debe prepararse urgentemente para enfrentar el impacto negativo de la posible reducción de la ayuda.
